Still think twist throttles are illegal?
Let’s clear up the confusion and talk real safety. The rules are changing, the bikes are getting faster, and if you’re building or riding without knowing the law — you could be one police stop away from losing everything.
⚙️ What’s Legal Without a Licence?
If you want to ride legally without a licence or insurance in the UK, your e-bike must:
- Have a motor rated no higher than 250W
- Only assist while you’re pedalling
- Cut off assistance at 15.5mph (25km/h)
- Have a throttle that only works up to 6km/h (pushing assist)
This is called an EAPC — an Electrically Assisted Pedal Cycle. Anything beyond this… is no longer just a bike.
Myth: “Twist throttles are illegal”
Nope. Not always. Throttles up to 6km/h are allowed on legal e-bikes. Full throttles are legal too — but only on registered mopeds or motorcycles.
⚡ What If Your Bike Is 1000W? Or 1500W?
You’re now in moped or motorcycle territory. That means:
- You must register it with the DVLA
- You need insurance
- You must wear a helmet
- You need the right licence (CBT or above)
I learned this the hard way. The first 1500W build I did flew at 40mph. I was on V-brakes and thin wheels. Stopping was like trying to halt a freight train with a twig.
That bike became the Panther — fully reworked, 4-inch wheels, VESC controller, and legally limited to 28mph. Anything above that and you’re in L3e motorcycle territory — and the DVSA won’t approve it.
Important:
A user-adjustable speed limit doesn’t cut it. The 28mph limit has to be fixed in hardware. That’s what the DVSA looks for.

At 28mph, your brain is at risk. It’s that simple.
